Description

Surveillance States is a game about building a spy network in the Confederate states and getting vital military information to the North.

This was developed for the Historically accurate game jam 9.  The game is based on the numerous intelligence activities that the Union did during the US civil war.

How to play

There is a tutorial in the game, but here's a written explanation.

The goal is to get intel  from spy stations placed around the south to the north.

To create intel you must open spy centres (which costs 10 operation points), you gain 10 operation points for each open spy centre. White spy centers are not operational and blue ones are. Then with the spy button selected click on a centre. After a few turns intel will be created, with the move button selected you can move the intel between neighbouring active stations. Moving costs 10 operating points. You can move intel an unlimited amount of times per turn.

Each station has a conspicuous score underneath each station. When you do actions like spying that goes up.  Every time you get intel at a station the chances of getting intel from the same place again goes down (indicated by the number next to the station). If it goes up too far the station will close and make every other station more conspicuous. IG is the amount of information gathered before the last battle, this impacts the result of the battle. You have to gather new intel for each battle.

The time of the next battle is at the top of the screen. You press the end turn button to move to the next turn. The game ends when the last battle is fought, or earlier if one side overwhelmingly beats the other.
